New Brief on Operationalizing "Fast Track" Medicaid Coverage


The State Network and Manatt Health Solutions recently have released a brief, “Operationalizing the New Fast Track Enrollment Options: A Roadmap for State Officials,” that highlights one method for states to boost Medicaid enrollment with limited administrative burden. The brief advises states on the steps necessary to operationalize and secure approval for “fast track” Medicaid coverage for Supplemental Nutrition Assistance Program (SNAP) beneficiaries.

This roadmap identifies:

  • The process for securing a “fast track” waiver from CMS;
  • The steps that states need to take to operationalize “fast track” enrollment; and
  • Suggested “best practices” states may wish to pursue.  


To date, these “fast track” enrollment strategies have been implemented in four states: Arkansas, Illinois, Oregon, and West Virginia who together have already enrolled more than 223,000 people in coverage through these “fast track” options.
