KFF -- State Budgets under Federal Health Reform: The Extent and Causes of Variations in Estimated Impacts

1. What is the range of estimates of the impact of the Patient Protection and Affordable Care Act on state budgets?
2. Why do estimated impacts of the ACA on states vary so widely across reported estimates?
3. What conclusions can we draw about the fiscal impact of the ACA on states based on this analysis?
