Resources to Prepare for the 2015 Form and Rate Review Process

With the first open enrollment period coming to an end, states are immediately gearing back up to ensure that consumers again have strong plan options available on the Marketplace for 2015. Insurers will soon be filing forms and rates with state insurance departments, and regulators will be working through those filings to certify products that will be offered on the Marketplace and outside of the Marketplace during the next open enrollment period.

On Tuesday, May 6 from 1:00-2:00 p.m. ET, SCI and the State Health Reform Assistance Network (State Network) will host a free webinar, "Rate Development, Filing and Review: A Compilation of Guidance and Expectations for 2015 Rates," for department of insurance staff and other stakeholders interested in the rate filing and review process for plan year 2015. As carriers and regulators prepare for plan year 2015, early enrollment information will be available for the rate development and review process. However, robust health risk information may still be unavailable. The Centers for Medicare and Medicaid Services (CMS) has also released a variety of guidance that impacts plans and associated rates that will be offered in 2015. This webinar will review CMS’s guidance and other considerations that carriers and regulators will need to make for 2015 rate development, filing and review. Register today.

The State Network, through its team at the Georgetown University Health Policy Institute, has updated its form review checklists and created a number of new tools to help insurance regulators streamline the form review process. These resources are designed to help insurance regulators effectively implement Affordable Care Act (ACA) provisions and regulations, and provide other guidance by ensuring that insurance forms submitted by carriers meet all the ACA requirements. These resources include:

Georgetown introduced these resources and described some of the policy and operational considerations for regulators in plan year 2015 on a webinar, "Department of Insurance Tools for Plan Year 2015 Form Filings and Review Webinar," with the recording now available.
