The Health Resources and Services Administration (HRSA) state planning grants (SPG) program was an important resource to states and U.S. territories looking to develop strategies to improve insurance coverage in their states. Grantees received funding to collect new data and study health insurance trends in order to develop coverage options for their uninsured.

Since 2000, HRSA annually awarded new SPGs to support state efforts to make significant coverage expansions. In 2004, the U.S. Department of Health and Human Services expanded the SPG program to include pilot project planning grants. These grants provided funds to states that have already developed policy options through SPG funds. In September 2005, HRSA awarded its last round of planning grants and pilot project planning grants.
