Free Webinars on Form and Rate Review for Plan Year 2015


With the first open enrollment period coming to an end, states are immediately gearing back up to ensure that consumers again have strong plan options available on the Marketplace for 2015. Insurers will soon be filing forms and rates with state insurance departments, and regulators will be working through those filings to certify products that will be offered on the Marketplace during the next open enrollment period as well as products offered outside the Marketplace. The State Coverage Initiatives (SCI) and State Health Reform Assistance Network (State Network) will be hosting two free webinars on the form and rate review process to help department of insurance staff prepare for plan year 2015.

Department of Insurance Tools for Plan Year 2015 Form Filings and Review

The first webinar on Thursday, April 17 from 2:30-4:00pm ET will focus on a series of checklists and tools that the State Network, through its team at the Georgetown University Health Policy Institute, has developed to help insurance regulators streamline the form review process. Sally McCarty and David Cusano of Georgetown University Health Policy Institute will introduce department of insurance staff to these tools, discuss how to use them, and describe some of the policy and operational considerations that regulators will want to consider during the form review process.

The following resources will be discussed during the webinar and will be available at www.statenetwork.org prior to April 17: network adequacy planning tool; individual market form review checklist; small group market form review checklist; catastrophic plan form review checklist; stand-alone dental form review checklist; mental health parity checklist; and essential health benefits issuer filing form.

Rate Development, Filing and Review: A Compilation of Guidance and Expectations for 2015 Rates
On Tuesday, May 6 from 1:00-2:00pm ET, SCI and the State Network will host a webinar for department of insurance staff and other stakeholders interested in the rate filing and review process for plan year 2015. Rates for 2014 were developed based on considerable speculation of the expected impact of the ACA market reforms on the number and health risk of individuals who would enroll. Early enrollment information will be available for the 2015 rate development and review process, however, robust health risk information may still be unavailable.

Additionally, CMS has released a variety of guidance that impacts plans that will be offered in 2015 and their associated rates, including the allowance for continuation of 2013 policies that are not compliant with 2014 market reforms, changes to the 3Rs, and additional clarity on rate development methodology. This webinar will explore the considerations for 2015 rate development, filing and review based on a compilation of CMS guidance and insights from Wakely Consulting Group actuaries.
