SCI Publishes Brief on the Role of Community-Based, Nonprofit Medicaid Plans in Health Insurance Exchanges


State Coverage Initiatives announces a new brief, Community-Based, Nonprofit Medicaid Plans and the New Health Insurance Exchanges: Opportunities and Challenges, that explores issues related to the participation in exchanges of local plans that have traditionally served the Medicaid population. The paper, by Walter Zelman, Ph.D., grew out of a series of interviews with executives of those plans. It explores the potential benefit to consumers these plans could provide, the competitive advantages and disadvantages they may face in the private market, and the policy issues related to their participation in exchanges. The brief will offer valuable insight to anyone considering ways to integrate the Medicaid program and the still-developing exchanges.
