Effective implementation of policy reform can mean the difference between success and failure. Implementing State Health Reform: Lessons for Policymakers, written by Navigant Consulting, draws on the implementation experiences of five states  - Massachusetts, New Mexico, Tennessee, Vermont, and Wisconsin. The report identifies not only the key questions that policymakers should ask when considering health care reform but also a set of related takeaways, particularly what must happen operationally pre- and post-implementation. The questions and takeaways are relevant to both state and national reform initiatives, in part because state governments are typically charged with implementing reforms and state experience offers insight into the overall design of reforms. Understanding these issues is particularly critical now as the potential enactment of federal reform will have enormous implementation implications for states.
