1:45pm – 2:15pm Overview and Update
This session will introduce the purpose and goals for the meeting. It will give participants a brief history and overview of APCDs. New states with APCD legislation, states that have recently gone live with their data and other recent developments will be discussed.
2:15pm –3:30 pm Putting Your APCD to Work:
Panelists will give examples from their states of recent APCD applications. These will include the use of claims data in public health for improving quality and for comparing of providers and insurance plans.
3:30 pm – 3:45 pm Break
3:45 pm – 5:00 pm Stakeholder Panel
This panel will include representatives from public and private insurance plans, public health, research, business and consumer advocates. They will discuss the pros and cons of APCDs from their own perspectives. This panel will give participants a better understanding of how to engage the various stakeholder groups.

APCD Financing, Governance and Legislative Language
Participants will learn about different models for governing an APCD. Panelists will also address how these databases are funded and who has access to the data. The panel will also address whether APCDs should be mandatory or voluntary and ways the data itself can be used to build further demand for the information it includes. Panelists will also share resources to assist with the development of legislative language.
Track Two: Current States
Building the connection between data and policy
How well do the data and policy people in your state work together? Are your policy leaders engaged in fully utilizing the potential of your APCD? Can the data people respond quickly and effectively to pressing policy questions? Teams of data and policy leaders will reflect on the possibilities and pitfalls of linking research and policy

10:15am – 11:45am Meet the Experts and State Team Discussions
States will meet individually at their tables to discuss state strategy. States will be asked to identify areas in which they would like assistance and experts will rotate through the state teams to answer questions and address issues. This will be your opportunity to work together as a state team, to process what you have learned so far, and to plan for the future.

Linking APCDs to other reform efforts in your state
As states are setting up APCDs, they have also been charged to develop statewide Health Information Exchanges (HIE) as a result of the American Recovery and Reinvestment Act (ARRA). Your state may also be developing quality improvement efforts such as public reporting, provider tiering and pay-for-performance. This session will include information on how to link your APCD efforts to HIEs and other system reforms. We will discuss the potential of these databases for improving patient care, public health, and health purchasing.
