In 2000, Iowa received HRSA State Planning Grant funds to research the uninsured and the Iowa health insurance marketplace. The Iowa State Planning Grant developed several coverage options from this grant including expanding public insurance to cover adults less than 200 percent FPL with various benefit packages, tax credits, pooling, and creating a reinsured commercial product.
