In 2002, Indiana received HRSA State Planning Grant funds to measure and describe the uninsured in Indiana and to develop and evaluate a wide range of policy options using both quantitative and qualitative data. The in-depth data collection and analysis conducted under a 2003 household survey, focus groups, and assessment of the safety net and health care market in Indiana put the state in a position to develop strategies to assure access to health insurance for all its citizens. Indiana also collected information on the cost drivers in Indiana.

In 2004, Indiana received a HRSA pilot panning project grant to further develop options to expand coverage to low-income working individuals. The grant focused on developing options that build on the Medicaid program.
