The District of Columbia Council passed legislation to create the District’s health insurance exchange (HIX) and the District of Columbia Health Benefit Exchange Authority as an independent authority of the District government.
This report, commissioned by the United States District Court for the District of Columbia, details the opportunities available to the District of Columbia – and potentially other states as well - to use this emerging quality framework and HIT/HIE infrastructure to enhance the quality and oversight of Medicaid EPSDT benefits.
