In 2001, Connecticut received HRSA SPG funds to research the uninsured. Connecticut focused on two data collection instruments: the employer survey and the household survey. State officials concentrated coverage options on the private market because of the robust employer insurance offer rate and targeted options towards working families and adults under 185 percent FPL.

In 2004, Connecticut received a pilot planning project grant to develop strategies to provide premium assistance targeted to low-income workers in firms that already offer coverage, and to design a small employer health insurance premium assistance pilot targeted to small firms that do not offer coverage.
