In 2001, Colorado received HRSA State Planning Grant funds to research and develop strategies for providing access to affordable health insurance. The Colorado grant analyzed the uninsured in the state, Medicaid reform, the impact of the Tax Payers Bill of Rights (TABOR), and conducted focus groups and surveys.
