Contracting with issuers to offer qualified health plans (QHPs) is one of the most important opportunities that Exchanges have to affect health care reform in their states. Unlike many start-up tasks, certifying, re-certifying, de-certifying and managing the relationship over time with health plans is an ongoing and evolving set of tasks. Therefore, Exchanges should take a strategic approach to these functions. A free webinar, sponsored by the State Network, on Thursday, February 14, 2:00-3:15 p.m. ET, will look at many of the types of decisions that Exchanges should consider in preparing to launch a clean, effective QHP solicitation process; the standards that Exchanges can use to certify QHPs; and what are options for “negotiating” key elements of the issuers’ proposals.
