Pennsylvania Insurance Exchange Planning

The Pennsylvania Insurance Department asked KPMG, a large consulting firm, to assist in its ongoing analysis of options to be considered in determining the Commonwealth’s plans to comply with the Health Insurance Exchange requirements of the Affordable Care Act (ACA). This report identifies, organizes, and lays out information for the Commonwealth to consider when making a decision whether to establish and implement its own exchange. The report analyzes the federal statute, proposed federal regulations, meetings with the Insurance Department, attendance at stakeholder sessions, review of written stakeholder testimony and consideration of various other publicly available material on the ACA and its implementation.
