The District of Columbia will have a quasi-governmental entity with a board that will include three members selected by the mayor, four by the council and the director of the Health Care Financing Administration as a voting ex officio member. Each person on the board will be expected to have expertise in at least two of the following areas:

  • Individual or small employer health care coverage;
  • Health benefits plan administration;
  • Health care finance;
  • Administering a public or private health care delivery system;
  • Purchasing health plan coverage;
  • Prior experience in commercial insurance management;
  • Actuarial analysis;
  • Health care economics; and
  • Human services administration.

The board members will not be able to be employed by or representatives of carriers, providers, or brokers.
