Overview of All-Payer Claims Databases
This session will provide an overview of all-payer claims databases (APCD). Participants will learn about the history and prevalence of these databases, how they can be distinguished from one another, and the key policy and technical issues they raise.  It will lay out the vision for what APCDs can achieve.

Step One: Making the Political Case for an APCD
This session will focus on political issues that arise when an APCD is getting established. Learn from states that have passed legislation to enact an APCD. What were the key messages and political pitfalls? How can advocates make an APCD attractive to political leaders on both sides of the aisle?

Step Two: Policy and Technical Issues Related to Data Management, Collection and Dissemination
 Participants will learn about different models for governing an APCD. Panelists will also address how these databases are funded and who has access to the data.  The panel will also address whether APCDs should be mandatory or voluntary and ways the data itself can be used to build further demand for the information it includes. Panelists will also address technical challenges and issues.

APCDs, Health Information Exchange, and ARRA – Opportunities and Challenges
The American Recovery and Reinvestment Act included several data-related provisions, including the HITECH Act (which will promote electronic medical records and health information exchange), comparative effectiveness provisions and sections that promote prevention and wellness.  Speakers will address federal data policy issues related to each of these provisions.  In addition, they will focus on the potential interaction between a statewide Health Information Exchange (HIE) and an APCD.  These linked databases have the potential to improve patient care, public health, and health purchasing.
