SCI Reinsurance Institute

In 2006, Rhode Island received a Reinsurance Institute Grant. Grant funds were used to to simulate an intervention that aggregated the state's small and non-group market experience and that shifted funding across and their insurers via reinsurance funded by a 5 percent assessment on these markets.

SCI Demonstration Grant

In 2002 the Rhode Island Department of Human Services was awarded a SCI Demonstration Grant for the Rhode Island Access Project. The goals of this demonstration project were to:

  • Decrease the rate of uninsurance in Rhode Island;
  • Implement, evaluate and improve RIteShare, the state's premium assistance program; and
  • Stabilize enrollment growth in Rite Care, the state's Medicaid managed care program.

Grant Highlights:

  • Rhode Island has become a national leader in premium assistance. Over the grant period, Rhode Island tracked RIteShare member satisfaction and the impact of premiums and co-pays on Rite Care enrollment.
  • Rhode Island published a Lessons Learned guide for other states who wish to implement premium assistance programs and measured the success of RIteShare using several indicators:
    • Per person, per month cost of RIteShare enrollee = $119
    • Per person, per month cost of RIte Care enrollee = $206
    • RIteShare saved $3.4 million in 2004
  • RIteShare increased employer participation from 117 employers upwards to 1060 as of December 2004.
  • RIteShare enrollment was at 5,971 individuals as of October 31, 2005.
