In 2004, Pennsylvania received HRSA State Planning Grant funds to increase the level of understanding concerning Pennsylvania's uninsured population and the actions needed to contain costs, improve the quality of health care, and improve health outcomes for the long term. The project collected and analyzed quantitative and qualitative data necessary to develop options for the expansion of health care access, to control costs, and to ensure quality of care. The team also assessed the individual and small group insurance market in Pennsylvania and market reform efforts that have proven successful for other states.
