In 2000, the state of Minnesota was selected to be part of the first year of the HRSA State Planning Grantprogram. The state received a grant to:
- Study the uninsured (telephone survey and employer survey);
- Analyze the private health insurance market; and
- Examine unique circumstances of several groups using the focus group
