In 2002, Maryland received HRSA State Planning Grant funds to develop a viable, realistic, and effective series of comprehensive coverage expansion strategies that could lead to a reduction in the number of the state's uninsured. Under the grant, the state funded analysis of state specific data on the uninsured, conducted focus groups with consumers and employers, modeled options for expanding coverage and analyzed the cost of uninsurance.
